b. Have immigrated to the United States before 2001

c. Can show proof of eligibility to work in the United States

d. Are willing to work for the accepted wages

    Option C. y D. are right.

    Option C because you should't employ (and is illegal to do so / informal business) somebody who's not legally allowed to work in the US (an ilegal inmigrant, for example). However you can work in the US not being a US citizen if you get a Visa.

    In all case, the only requirement is that the business wants you and you are willing to take the wage that they are offering you.
