Why does the electronegativity get smaller as you move from an element with a lower atomic number to an element with a higher atomic number within a group but larger when you move from an element with a lower atomic number to a higher atomic number within a period?

    Atomic number is the same as number of electrons, and electron is responsible for electronegativity. Therefore, what do you think is the reason?
