The above statement is false. Light is a wave, it is an electromagnetic wave such that it does not require a material medium for transmission. A changing electric field creates a changing magnetic field which in turn creates a changing electric field thus producing light. Light waves travel fastest through a vacuum space. All electromagnetic waves propagate in vacuum at exactly the speed of light.
