Chemical reactions can be described in terms of what quantities

When a chemical equation is balanced, as in, molecules, moles, atoms, volume and mass, it occurred in different quantities. Atoms and mass are conserved in every chemical reaction. An insufficient amount of any of the reactants will limit the amount of product that forms.
