Answer is: the equilibrium constant is (Kp) ³ = Kp '.

    N₂H₄ (g) + 4/3ClF₃ (g) → 4HF (g) + N₂ (g) + 2/3Cl₂ (g) (Kp).

    3N₂H₄ (g) + 4ClF₃ (g) → 12HF (g) + 3N₂ (g) + 2Cl₂ (g) (Kp ').

Second reaction was multiply with 3. The equilibrium constant is a ratio of the concentration of the products to the concentration of the reactants.
