Electronic Configuration of Oxygen is as follow,

    1s², 2s²,2px²,2py¹, 2pz¹

In Thionyl Chloride Oxygen is doubly bonded to carbon atom. So, in order to have complete octet oxygen share 2 bond pair of electrons with carbon. So, electronic configuration of oxygen in thionyl chloride is,

    1s², 2s²,2px²,2py², 2pz²

    Result:

Noble gas having 8 electrons in valence shell is Neon.
