The water is a polar solvent, polar solvents are solvents having large dipole moment which is also known as partial charge. As the hydrogen and Oxygen have high difference in electronegativity so when salt is dded to water the Na + ions will be pulled out and surrounded by O - side of water molecules while Cl - will be surrounded by H + side of water molecules
