    3000 grams

    Explanation:

    The formula to be used here is that of density

    Density (g/ml) = mass (in grams) / volume (in milliliter)

    The volume in the question will have to be converted to milliliter (mL), before been used in the formula above

    1.0L = 1000 mL

    3.0L = X

    where X is the unknown

    X = (3 * 1000) : 1

    X = 3000mL

    So, 3.0L = 3000mL (which is our volume)

    Density = 1.00 g/mL

    Hence,

    1.00 = mass/3000

    when cross multiplied, we have

    mass = 3000 grams

    Thus, 3000g of dioxin is present in 3.0L (3000 mL) of the water.
