    The viscosity of the water is most likely to decrease. The surfactant will disrupt the intermolecular forces of the water molecule. They would actually decrease the molecular bond of water molecules and form a bond themselves with the water molecules (adhesion>cohesion). Thus the viscosity of water is decreased.
