    Explanation:

    The shell which is the outer most cannot hold more than 18 electrons. The number of electrons in the shell is given by the Aufbau principle. The rule states that when an atom is in the ground state the electrons have occupy the lowest level of energy.

    If in the outer shell is unfilled then it will try to attract electrons and will be easilly reactive.

    If the outer shell is filled then it has the required number of electrons and does not need to attract electrons hence it will be stable and non reactive.
