When the polar molecule in an electric field is turned on, it makes the negative side of it to get fascinated towards the positive polar molecule that in turn repels the negative molecule. The positive side of the electric field will then get fascinated towards the negative side of the polar molecule while repelling the positive part.

If the molecule were to be nonpolar, it would have no influence on this molecule as all the charges would be whole, and there would be no partial charges to repel to attract.
