Which solution has the greatest buffer capacity?

There isn't any scale that directly measures buffering capacity, but as a rule, buffering capacity increases as the concentrations of the acid/base and its conjugate in solution increases. Therefore, the solution with greatest buffering capacity will have the highest concentrations of acid/base pairs.
