    If a neutral element has 4 electrons in its

    4P shell then its electron configuration is 1S2 2S2 2P6 3S2 3P6 3D10 4P4. therefore the sum of electrons = 2+2+6+2+6+10+4=32 electrons

    since the element is neutral, so number of electrons = number of protons. hence number of protons that element has is 32

    the only element that has 32 protons is germanium

    so the answer is Ge
