States of Matter depend on Kinetic Energy and its relationship with intermolecular forces.

If the Kinetic Energy is stronger than the intermolecular forces, a gas will form.

If the Kinetic Energy is weaker than the intermolecular force, a liquid or solid will form. A solid has more intermolecular force when compared with a liquid for reference
