What does it mean to calculate frequencies within a dataset?

The frequencies of the data set is the number of time a value appears within the data. For example in a set of 5 colors where students can choose, 10 students picked red as their favorite color. Hence, the frequency of picking red color is 5. This is just a matter of tallying.
