Several reasons might cause some fastethernet ports on the switches to be up and others down. The main reason however, is the fact that by default, the ports are always down until cables are connected to the ports.

Typically, status and protocol on switches change to Up every time switch ports are connected to a host. Those that are connected will show as Down.
