Funds left over from a coverdell education saving account after all education expenses are paid go back to whom

In such case that after all the educational expenses have been made and there is balance in Coverdell Savings Account or also known as Education Savings Account, a Coverdell Account, and a Coverdell ESA, then the beneficiary will receive the remaining funds.
