Google Drive is indeed a cloud based system. When referring to the cloud, what you really mean is the internet. Cloud storage for example, is where you store information on the internet, as opposed to on a local system. Google Drive is no exception. Google Drive stores all of your files and data on their servers. This is unlike, for instance, Microsoft Word which stores your files on your local system. This is why a truck can run over your laptop and you'll still have your data on Google Drive, but anything that was stored on your hard drive would be lost.
