Citizens who don't participate could be left out of important decision that affect their lives. If they oppose something planned for their neighborhood, it's up to them to speak up or take action. Two people are looking at a clown statue. One person says, "Hey, I didn't want that clown statue in my neighborhood!" The other person says, "Then you should have gone to the meeting and voted against it."
