    D. All of these are limitations

    Explanation:

It has often been said that there's a lot of limitations to the concept of human rights. The development of the concept was mostly eurocentric as it focused on majorly western world and Europe. It is often said that human right concepts only came as a result of European genocides like Jews in the holocaust and so on. This has made it very difficult in applying the concept to developing countries around the rest of the world. The tone of emerging documents used in the concepts were basically all about ideologies of Europe and America.

Also, downplaying of group rights and lack of mechanisms to enforce the concepts at minorities level are big limitations to the human right concepts.
