Art should express the thoughts and feelings of the artist. Universal feelings

should be expressed so that anyone who looks at the work of art can understand

what the artist is trying to say. Modern paintings that are just splashes of color

do not express any such thoughts or feelings.

    This is correct because if you read the authors reasoning in the passage you can see that the author has no respect for art that doesn't have universal feelings, i. e Modern art.
