Which idea about the railroad is addressed in both Carver's proposal and the Pacific Railway Act?

    They both present the idea of building a railroad through the rocky mountains, they have little differences in the origin since the Carver's proposal suggested to build it from Michigan Lake to the Pacific Ocean and the Pacific Railway Act states the idea of going from The Missouri river to the Pacific ocean. Even when they were proposed with a difference of 30 years one from the other it was also Dr. Hartwell Carver who was part of both proposals.
