    People are obligated to have certain human rights that can not be taken away. If they were to be taken the United Nations would step in. Breaking or limiting citizens rights is never gonna be a pretty thing either and if they are doing nothing wrong they wouldn't deserve treatment such as that. So with that I'd say it is never truly justified to limit the rights of a citizen unless in matters pertaining to national security or self defense.
