    At this rate, it is too premature to open states back up.

    Explanation:

    The risks of opening our states back up is more community members catching the virus causing more death and destruction to the economy. Governors should consider how not everyone has been tested and that the for those that have are coming back with positive results. If the infection rates are slowing down, caution should still be a top priority because we have already come this far - no need to start back at square one.
