There are many groups of audience but I will base this off age.

I think the hardest group to convince are seniors.

Explanation:

Long after 1834 (the first electric car), gasoline fueled cars were introduced in 1876. Since most of them are probably used to having to be surrounded or using gasoline-fueled cars, it might be difficult to convince them the switch. (Dates are verified by government ran websites)
