Dante feels B. deep sorrow for finding "virtuous pagan" in Limbo.

This is because they are men and women which only sin has been not being baptized because they were born before the coming of Christ and the rise of the true religion. They have not sin actively, but they remain away from God and Paradise, not in physical pain but in pain caused by longing for something they won't get, salvation.
