Whitman does think the country will heal because he knows that we are a strong country. He writes, "the ship is anchor'd safe and sound, its voyage closed and done; from fearful trip, the victory ship, comes in with object won". He means that the war is won, and that slavery is over. He tells everyone to celebrate the victory, not mourn the captain.
