Do you think rehab programs should be used more in an effort to reduce crime? Why or why not?

Rehabilitation programs should be used more in a effort to decrease crime. A lot of offenders in our prison system are habitual offenders who have lost how to be in society. Teaching them these skills can only benefit them as well as society as a whole.
