Why would you not find a subplot in a short story?

The length of a short story does not allow for the development of more than one character.

    The first one makes sense, I couldnt type much because I'm busy with my own work.

    both the third answer and the fourth answer are technically righ but for the sake of subplots being IN the question i would go with the third option.
