    Smartness can be construct of the society where one lives and not a fact.

    Explanation:

    Empirical facts are those that cannot be challenged by any reason or logic and are applicable to all people without exception.

    It is evident that stupidity and smartness is highly relocatable of a concept and it depends entirely on the contextual plain of where the person is coming from and what society they live in, and what that society values in an individual.

    This smartness in one place can be considered mediocrity in other.
