B - She is certainly a lovely person, who is friendly to everyone - is the correctly written sentence.

Option a sounds as if she only talks to friendly people, option c states she is a 'friend person' which is incorrect and option D states she is a 'love person'. Options C and D should have an adverb in front of the noun 'person.
