What does the brain research tell us about why juveniles may commit crimes? What does it mean for deciding how to punish them?

    Their prefrontal cortex is not fully developed. This cortex controls decision making and judgement. Juveniles cannot be given the same punishments as adults for they haven't had the brain development necessary to think as adults.
