    When Thomas Paine wrote "The more men have to lose, the less willing they are to venture" he used the rhetorical strategy of parallelism. This literary strategy occurs when two parts of a sentence or phrase have a similar construction. In the case of the phrase written by Paine, the parallelism is found on the use of the word "the" which is repeated at the beginning of the sentence and also in the middle of it.
