What is the resolution of the highwayman poem

The sorrow of the poor can be romanticized, but they will still fall victims to the rich powers-that-be, because the rich have most of the wealth and can do anything, especially making laws enabling them to steal from people who aren't rich, and imprisoning people who aren't rich who rob form them.
