Why did proponents of the torture memo believe that waterboarding was an acceptable interrogation technique

Many proponents of the "Enhanced Interrogation" methods used under the Bush Administration in the War on Terror believed that these methods allowed us to gain information that we otherwise wouldn't have. This is heavily disputed, however.
