A good writer is a good reader because the writer knows all the fundamentals of writing. They know how they want their audience to feel, they know what tone they want to set, what theme should be portrayed, ect. While a writer composes this stuff its easier for them to read another person's work, because they know what to look for. They know how to read inbetween the lines, they can tell when symbolism is at play, they can tell if something is being foreshadowed and more. You can compare it to playing a video game, if you're good at playing it, you can watch someone else play and tell whether or not they're a good gamer.
