According to the rules of MLA, an MLA in-text citation appears at the end of A. clauses. So, according to these rules, this type of a citation would indeed appear after a quotation, but also before any type of punctuation mark which is there to mark the end of a clause. So, it doesn't appear after full quotes, or sentences, or entire paragraphs, but rather after a clause.
