    One power of the house of representatives is to begin with votes on bills and to propose them. If the house of representatives adopts a bill then it moves on for further voting, and it all starts with the representatives since they vote on what the committees decided is good for voting. It is important to be this way because the house of representatives represents the people according to how big the country is, so if they decide first that basically means that they are the people of their state.

Members of the Ways and Means Committee make recommendations about bills that can raise the money the government needs to operate. Participating in the process of amending and adopting revenue bills is a representative's main duty. Representatives must meet with constituents and make sure laws the House approves are beneficial to their home district. Representatives must consider committee findings and the floor debate in casting their vote on important legislation that affects citizens across the nation.
