The meaning of this saying is basically saying that, to that person, their time is money. The currency of time needs to be wisely spent in developing yourself and others. It's a polite way of saying, "You are doing nothing for me, so I'm going to get out and do something that's worth my time". Sort of. It has a lot of different meanings, but that's sorta what it's meant to be.
