How does Vonnegut use irony in this excerpt?

    I'm assuming that the excerpt you're talking about would be in his work ''Harrison Bergeron'' where Harrison was with the musicians. Vonnegut used irony in that situation when the handicapped musicians - expected to be good at playing their instruments - were not as good as they were expected to be even when they were 'relieved' of their handicaps.
