What is the money summary method?

The money summary method goes like this:

Each word costs a student money, and each student gets a certain amount to spend. For example, a student is given $5.00 to spend. Each word would cost him 20 cents, with conjunctions given for free. He must be able to compose a summary within the specified dollar amount.
