    I think the answer is C. Zeus sends dangerous storms to punish Odysseus and his men for their actions on the island of Cicones.

    When Odysseus and his men arrived in the Cicones, they had raided the island and took many things that are not supposed to be taken. Becuase of this, Zeus had punished them.
