While the rain was drenching at times, the fans were dedicated and refused to leave.

    D is the incomplete sentence. There should be a period instead of a comma. Or the clause "the weather is dangerous" should be moved to the beginning of the sentence with a comma after it, and then after the comma there should be a word or phrase to connect the two thoughts, such as "so" or "which is why".
