What would the audience be of the following passage?

"Besides, what could they see but a hideous and desolate wilderness, full of wild beasts and wild men-and what multitude there might be of them they knew

not ... they could have little solace or content in respect of any outward objects."

General, the author himself, specific to the authors government officials, or specific to the authors church?

    Well it probably would be the secound one most people usaly would say the goverment and so do i.
