    This is correct because lingual changes never happen over night. At first you need a small social group to start changing so as to understand each other, then after a while it spreads out through friends, family, business partners etc. After this process of spreading happens, which takes years and even decades, only then do the academic people who deal with language standardization start introducing it in grammar books and accept this new part of language.
