Which uses the correct verbs for formal speech or writing?

a. If I was just five inches taller, I could see the bald spot on top of my dad's head without standing on a chair.

b. If I were just five inches taller, I could see the bald spot on top of my dad's head without standing on a chair.

    It is always right to say 'If I were" instead of "If I was"
