I don't think Katniss sends Peeta a message, considering during this book Peeta is either at 13 undergoing treatment or with Katniss and the "Star Squad" battling Snow. However, Snow does use Peeta as a message to hurt Katniss and remind her of the destruction that her rebellion caused to her home and those she loved.
