I believe the answer is: A. a static character, because he has become dehumanized by government controls

On the surface, George is perceived by other people as a nice man, understanding, and a person that could relate to other people.

But every twenty seconds, noises broadcast by the government interrupt his thoughts and eliminate all criticism that he might has for the government.

I believe George Bergeron is a static character, because he has become dehumanized by government controls. He obeys the law and doesn't want to do anything against it for fear of losing his freedom.
