    C, In this case the dashes are being used to emphasize the fact that correct shoes are essential for athletes. A is not correct because the information that comes after the dashes are not less related asides to the original statement. D does not make sense and B would also be a reasonable answer but not as good as an answer as C. The information after the dash is not closely related it is directly tied to the original statement.
