If a power was not specified under the Articles of Confederation, who would be responsible for it?

    The answer is the states. There was no judiciary or legislative branch under the Articles of Confederation. As a result powers and provisions were sometimes hard to define and government was not strong enough to fully implement its laws and as a result they had to replace it.
